The 34-year-old was recalled to the Elephants squad after announcing his return to international football last year.
However, according to BBC Sport, the City midfielder has pulled out due to family reasons.
Toure did not show up to camp on Tuesday although he already informed the officials that he would not be joining the squad.
The Elephants face Togo on Saturday evening, before locking horns with Moldova three days later.
