The London club were reportedly hoping to secure the services of Paulo Dybala, but news coming out of Italy suggest that Abramovich is not keen to fund the move.
Frank Lampard splashed out almost £250 million (R5.2 billion) over the last transfer window, this after the end of their transfer embargo.
It is said that Abramovich does not want to add further competition in a place where new signings, Kai Havertz and Hakim Ziyech, should be settling.
Dybala has fallen out of favour under new coach, Andrea Pirlo, and has made just two appearances in the Serie A this season.
The Argentine was previously linked with both Manchester United and Tottenham Hotspur in recent transfer windows, and the 26-year-old has less than two years remaining on his current deal.
