According to the Daily Express, Blues boss Antonio Conte has £140 million to spend in this window, with Napoli defender Kalidou Koulibaly and Everton striker Romelu Lukaku said to be his main targets.
The third player is believed to be Santos midfielder Thiago Maia, who is currently representing Brazil at the 2016 Olympic Games.
It is rumoured that Chelsea are willing to pay £50 million (R867 million) for Koulibaly, and are expected to splash £75 million (R1.3 billion) on their former forward Lukaku.
The Stamford Bridge club has already had an offer of £42 million (R731 million) for the Senegalese rejected by Napoli, but are set to make an improved bid in the coming weeks.
Lukaku, who left the London side two years ago when he joined Everton for £28 million (R485 million), is reportedly keen on returning to the Blues, but the Toffees have slapped a massive price tag on his head.
Maia, who is 19 years old, is a relative unknown in football circles, but has made 44 senior appearances for Brazilian side Santos, scoring two goals.
