According to Sky Sports' Gianluca Di Marzio, Sanchez has already agreed to a City contract worth £13 million (218 million) a season, with two options.
Either City will sign the Chilean in January for a fee of £20 million, with Sanchez receiving a £15 million (R252 million) signing-on bonus, or the 29-year-old will sign for Pep Guardiola's side on a free deal in July, and with the player getting a £30 million (R503 million) signing-on bonus.
Di Marzio also reported that Arsenal representatives will meet Brazilian attacker Malcom on Wednesday. The 20-year-old has impressed with seven goals and four assists for Bordeaux in Ligue 1 this season.
The Gunners have reportedly also enquired about the availability of Boca Juniors' Cristian Pavon. The 21-year-old recently made his Argentina debut, and has a £27 million (R453 million) release clause in his contract.
Sanchez, meanwhile, is expected to start for Arsenal in their Carabao Cup semi-final against Chelsea after manager Arsene Wenger insisted the club has not received any official bid for the player.
"I expect nothing, I am focused on tomorrow's game,” Wenger said on Tuesday, as quoted by Sky Sports.
"When solicitations happen you respond, at the moment it's very quiet."
