The Blues have been banned from making any signings in the next two transfer windows by FIFA, but snapped up Christian Pulisic for €64 million (R1 billion) from Borussia Dortmund in January already.
The 20-year-old, though, spent the second half of 2018/19 with BVB before now finally joining his new side.
“I always wanted to play professionally, especially in Europe,” he told Chelsea’s official website.
“And the Premier League was what I was able to watch growing up in the US, and it is always where I wanted to be.
“I was 15 when I moved to Dortmund. (Coming to the Premier League) was something I always wanted and it was just a matter of finding the right time.
“Now I just felt that it was the right step (to join Chelsea). It was a great time in Dortmund but it was a feeling and I still have that.
“This is the biggest stage, it is incredible to come in and be in England and part of this league. If you want to prove yourself it is the greatest stage to be on.”
