Jurgen Klopp has explained that his club is currently unable to spend in the region of €50 million (R944 million) following the financial impact of the coronavirus pandemic.
As a consequence, the Premier League leaders will likely miss out on Werner, who looks set to join Chelsea, according to widespread reports.
Liverpool, though, could still enter the market for cheaper options, and the Daily Star recently suggested three names the German tactician and his recruitment team could go after.
The Reds hardly invested in their squad ahead of the current campaign, but did sign Takumi Minamino in the January window.
Liverpool were thus expected to add to their squad at the end of this season before COVID-19 hit the football world.
Klopp may not be able to spend big, but he could look to sign players whose contracts will expire at the end of the month.
In particular, a reunion with his former player Mario Gotze could make sense. The German coach gave the playmaker his senior debut, and the player arguably played his best football under him at Borussia Dortmund. The 2014 World Cup champion, who famously scored Germany's extra-time winner in the final of that tournament, is set to become a free agent after BVB confirmed that they will not be extending his contract.
Ryan Fraser is another player who will likely become available for free. Winger Xherdan Shaqiri is widely expected to leave Anfield in the coming window, which would open a spot for Fraser. The 26-year-old impressed in the Premier League last season, and though he has struggled a bit in this campaign, clubs such as Arsenal and Tottenham Hotspur have also been linked with his services.
OGC Nice defender Malang Sarr is another footballer who is soon set to become a free agent. The 21-year-old is a versatile player, and could be a good back-up for the centre-back and left-back positions.
