The German tactician recently gave Reds fans little hope of seeing many or costly arrivals at Anfield in the coming window.
"We cannot buy just because other teams buy, we cannot buy because everybody wants us to," Klopp said ahead of Liverpool's match against Chelsea on Wednesday, as quoted by the Liverpool Echo.
"We can buy if we have the money for it, if we have the need for it. Then, we will be there. If one of these things is not there, then we will not. We will go again and will not use it as an excuse.
"I'm completely happy with my squad, 100%. I was last year when everybody asked us to sign him and him and him. Because of our reasons, we didn't do it. It's not that we didn't want to do it.
"We try to make right decisions constantly, and then COVID came and changed the situation again and not for the better – for all business in the world, not just football."
Despite Klopp's words, though, several players remain linked with the Reds ahead of the upcoming window.
Thiago Alcantara seems the likeliest to sign for the club, with the Bayern Munich midfielder said to want to move to the Premier League champions.
Norwich City's Emiliano Buendia and Wigan Athletic youngster Joe Gelhardt are also understand to be potential targets, while Philippe Coutinho is reportedly keen on a return to Anfield.
FC Barcelona's record signing will finish his loan at Bayern at the end of this campaign, and Liverpool could potentially agree to take him on loan next season, with the player having already worked under Klopp.
Ismaila Sarr has also been linked with a transfer to Liverpool, according the Daily Mail. The winger joined Watford for a fee of £30 million (R624 million) ahead of the current season, but could leave the Hornets if they get relegated, with the German manager said to see him as a potential back-up for his current attacking trio.
Kalidou Koulibaly's name is also often brought up in rumours discussing potential Reds' targets, but his heavy price tag seemingly makes any move to Merseyside impossible unless there is a late change of heart from Klopp and the club's owners.
