The Belgian, whose country has been drawn in Group G alongside England, Tunisia and Panama, will face a number of his Citizens teammates in the group stage when the Red Devils face the English on 28 June.
With that clash in mind, De Bruyne has pinpointed former Liverpool star Raheem Sterling as the player he thinks could dominate at the tournament.
"He is a special player. This season he was playing at such a high level, and he is only going to get better," he told the Daily Mirror.
"He is a winner – any criticism he has faced in the last few weeks I know he will just ignore. At Manchester City, he is so focused on success, and I know he would have the same attitude with England.
"He scored many goals last season, but he scored important goals too – goals that won games in the final minute – and that takes a special type of player.
"On the big occasions he has the confidence – that is why I think he will light up the World Cup."
