Chelsea are understood to have won the race for Werner's signature after offering secured game time and a salary worth a reported £200 000 a week.
The Blues are also said to be prepared to pay his £49.4 million (R1 billion) release clause before it expires on 16 June.
The Germany international, who has scored 31 goals and assisted another 12 strikes in just 40 games this season, is believed to be set to sign a five-year deal at Stamford Bridge.

He is a versatile player, and can play as the main forward, on either wing or behind the striker, giving Frank Lampard lots of options for the 2020/21 season.
Should the transfer be completed, Werner will be Chelsea's second signing for the upcoming campaign after Hakim Ziyech agreed to join the Blues in February.
However, Lampard's spending might not be finished there, with the Englishman said to be interested in left-back Ben Chilwell as well, according to the Daily Mirror.
The England fullback is understood to be interested in joining Chelsea, but it remains to be seen whether or not Lampard and company can strike a deal with Leicester City.
