Pep Guardiola will take over at City from next season, which could see the Ivorian leave the Citizens due to the strained relations between the pair from their time together at FC Barcelona.
It was reported on Tuesday that Toure could be willing to join another Premier League side if he were to be sold by the Manchester club, and the Gunners have somewhat been urged to lure the African to the Emirates by former City defender Stuart Pearce.
"On his day, Yaya Toure is outstanding," Pearce told talkSPORT.
"Arsenal need an old head within the team.
"Petr Cech has proved a fantastic success this year at Arsenal, and to have a player like Toure at the centre of midfield, as that holding type of player, I think he'd give one or two of the youngsters a bit of a lift.
"I think he'd be a good signing for them."
Toure has represented City 259 times since arriving in England from Spain, scoring 72 goals and assisting a further 45 strikes.
