The 30-year-old hasn't started in the Gunners' last three consecutive games across all competitions and his situation hit an all-time low when he was left out of the squad that lost 1-0 to BATE Borisov in the first leg of their round of 32 UEFA Europa League tie last week.
Ahead of their second-leg tie with BATE, Emery addressed the situation of Arsenal's highest-paid player, calling for him to work harder at training.
"First, mostly, the key is in his hand. And he is working very well this week. I ask him in our conversations to be consistent. To be available for us in training," Emery was quoted as saying on BBC Sport.
"When you can train with regularity, consistency, you can help us after in the games. Now I think this week is good for all the players because we are in an important moment for the season.
"He needs to be consistent, be available for training, for the matches. Without the injuries, without being sick. Like that, I think we can see the best Mesut with us."
Ozil has been included in the Arsenal squad that will look to overturn BATE's one-goal deficit at the Emirates Stadium on Thursday night. Overall, the former Schalke star has only featured in 13 of Arsenal's 26 league games this season.
