Luka Modric picked up the other two big individual accolades so far this year, beating Ronaldo to the UEFA Men's Best Player and FIFA's The Best Men's Player awards.
While Modric is a favourite for the Ballon d'Or along with Ronaldo, Hazard feels 2018 FIFA World Cup winner Kylian Mbappe is deserving of the award.
"Even though I had a good year, I have to keep my feet on the ground: I don't deserve the Ballon d'Or," Hazard told RTBF.
"There have been players who have been better than me. I'd say Modric, but between August and October he wasn’t as good as he was before that.
"Taking that into account, I choose Kylian Mbappe."
Ronaldo lifted the Golden Ball last year following his exploits for Real Madrid in the previous campaign.
