The Albiceleste's captain was snubbed despite his country finishing in third place at the tournament, with Messi's personal Copa being overshadowed by his sending-off in the third-place play-off and his comments accusing Conmebol of corruption after Argentina's semi-final defeat to Brazil.
Five Selecao stars made the selection, which was chosen by a Conmebol Technical Study Group after the hosts claimed their ninth Copa America title without a defeat in this year's showpiece.
As a consequence, it will not surprise many that all three are also in the Copa America Team of the Tournament, and are joined by their teammates Thiago Silva and Arthur.
Runners-up Peru have two players in the team, namely left-back Miguel Trauco and striker Paolo Guerrero.
In addition, Uruguay's Jose Gimenez, Argentina's Leandro Paredes, Chile's Arturo Vidal and Colombia's James Rodriguez also made the prominent selection.
