Gareth Bale has been heavily linked with an exit at the Santiago Bernabeu since the arrival of Zinedine Zidane earlier this month.
Ozil, meanwhile, has been in and out of the Gunners starting line up this season and he has also missed a couple high-profile clashes.
Former Arsenal midfielder believes Bale would be a good arrival, while he feels letting Ozil leave would be good for the North London outfit.
"I think he suits Arsenal down to the ground as well. If they could get him in and get Mesut Ozil out they've had a big result," Merson wrote in his column for the Daily Star.
"Bale would be brilliant at Chelsea as well but that all depends on their transfer embargo. If it's delayed could they do some kind of swap with Eden Hazard?
"'I think Hazard is going to Real Madrid. He would have signed a new contract by now otherwise. But Bale would not be a bad replacement, would he?"
