According to New Zimbabwe, the ex-DStv Premiership star was given his marching orders in a game between Yadah FC and Herentals.
The former Zimbabwe international was shown a straight red card in the 68th minute of his side's 1-0 defeat on Saturday, which was Herentals' first victory of the season.
It is alleged that Billiat, formerly a star in South African football for clubs such as Mamelodi Sundowns and Chiefs, slapped Herentals' goalkeeper "during a tension-filled incident in which players were at each other's throats".
The publication claims the match official in charge of the game on the weekend handled his responsibilities poorly, with it said he failed to punish players for offences despite the Billiat incident.
It is also suggested that the referee, Thanks Nyaungwe, should have added more time on at the end of the encounter after all of the stoppages in the second half.
Speaking after the game, Yadah's coach Thomas Ruzive rued his team's missed chances.
"The guys responded very well despite our one-nil loss. If you check, we were conceding silly goals previously but today we were good," he said.
