The player is said to be Barca manager Ernesto Valverde's top target following Neymar's exit from the Catalan club.
Coutinho has been linked with the Blaugrana heavily in recent transfer windows, while Barca legend Ronaldinho has admitted he would love to see the playmaker in Spain.
The Daily Express recently compiled a list of players who could replace the Brazil star at Liverpool if he does move to the Camp Nou, with West Ham United's Manuel Lanzini among the possible candidates.
The Argentine has a similar style of play to Coutinho, and has proved he can shine in the competitive Premier League.
Bayern Munich's Renato Sanches was also named, as were Arsenal winger Alex Oxlade-Chamberlain and Borussia Dortmund attacker Christian Pulisic.
Leicester City winger Riyad Mahrez is another player Jurgen Klopp could turn his attention to, according to the English publication, while Monaco's Thomas Lemar could also be attracted to the allure of the Reds' attacking style of play.
Despite Klopp wanting to keep Coutinho, it has been suggested by some that the 25-year-old is open to a move, but could cost Barca more than £80 million (R1.4 million).
